What about the opposite? Schools that have extended success at their current level should move up a division, regardless if they are private or public. The other end of that equation is that schools that have extended difficulty at their current level should be allowed to move down a division. Schools that are in 4A, 5A or 6A and are routed on a regular basis have no business competing in that division for that sport. Allowing them to be "independent" doesn't help because that is always a temporary classification, eventually they must return to their original division
The threshold for dropping down should be extreme. If your winning percentage in a sport is .100 or less average over the previous 4 years, that school drops down a level for the next 4 years, and then re-examine. If a school goes winless in a sport for two straight seasons, they drop down a level immediately the following year, and stay there for the next 4 years.
You can apply the opposite as well. If a school has a .900 average winning percentage in a sport over the previous 4 years, that school moves up a division. If a school wins two straight state championships in a sport, they move up a division.
