I will agree with you on all but District 3. Colcord has dominated Kansas in the last 10 years. Kansas beat Colcord last year 27-20 in a last minute touchdown. Kansas looses almost all of their high output receivers from last year (Glass, Noe and Majors). They still have their stellar QB but i'm not sure he will have the people around him to make a good run like they did this year.
Colcord's defense will be better than it was last year especially against the run. There front 7 should be the real deal with a load of seniors. I am not sure on their offense yet. They lost their real good QB and the big receiver they had but the incoming QB i hear has an arm like a rocket launcher and is fast and a heck of a weapon when he gets the ball in his hands and they will have 1 or 2 good senior receivers.
Adair will still be a force but they did loose a lot of seniors including their Sr QB who was a heck of a QB. I don't know for sure what they have coming up to replace him but I think they will have an upcoming Sr but I haven't heard how good he is.
I don't know a whole lot about Rejoice other than I have heard they will be down this year (but they are private and privates seem to get the transfers).
Salina could also jump up their in the mix. I think they had a lot of underclassmen that started. I think their QB will only be a Jr and he has some Sr weapons to throw to around him. They did beat Rejoice last year and I think that Salina will be better this year than last.
District 3
Colcord - Better than last year
Adair - Slightly down from last year
Kansas - Somewhat down from last year
Salina - Somewhat better than last year
Rejoice - Somewhat down from last year
Commerce - Slightly better than last year
Chelsea - I don't see any improvement
Caney Valley - I don't see any improvement
Not too sure about the west side districts but I feel like District 3 is quite a bit tougher than District 4. 4 top 10 teams in District 3 in Adair Kansas Colcord and Rejoice and I also feel like Salina and Commerce would make the playoffs if they were in District 4. I think any of those top 4 in District 3 can win the District but I'd say Adair and Kansas are the favorites, barring Rejoice getting a bunch of transfers, which will probably happen. The one thing you don't want is to be the 4 seed. Vian appears to be the team to beat.
